The highest possible level of organization and responsibility is the fundamental requirement set before a modern university. The University’s autonomy in its resources disposal and planning its own development is aimed towards creating a strong institution that is capable of meeting the needs and requirements that a knowledge-based society implies. This autonomy further implies public accountability for everything universities do, while this public responsibility requires an organizational structure that guarantees efficiency and achieving the best possible results with the resources at its disposal. Public responsibility of the University isn’t possible without a transition from a state-governed model to a state-monitored model, developing methods of open coordinating, applying strategic management and suitable legal frame. Without a well-thought-out and organized utilization of all available resources the University cannot carry out its mission and adequately meet all expectations, as stated in the University of Rijeka Strategy.
Public responsibility implies transparency of all university entities.
